This is my current Ray/Eels deck:
Energy:
5 Fire
9 Electric
14 Total
Pokemon:
2 Tynamo (30 HP)
2 Tynamo (40 HP)
4 Eelektrik
3 Rayquaza EX
1 Rayquaza
2 Victini Ex
1 Mewtwo EX
1 Zekrom
1 Keldeo Ex
2 Emolga
19 Total
Trainers:
3 Level Ball
3 Ultra ball
3 Colress
3 Professor Juniper
3 Eviolite
2 Pokemon Catcher
2 Super Rod
2 Bianca
2 Skyla
2 Skyarrow Bridge
1 Cilan
1 Energy Search
27 Total
The idea is to set up your Eelektrik's quickly and start piling energy onto Rayquaza Ex. With 1 fire, 3 electric energy you can 1 hit knock out any pokemon in the format. Mewtwo Ex is good against Mewtwo decks and also Keldeo. Normal rayquaza is good against the mirror and Zekrom is for Kling klang and Sigilyph.
Supporters are generally the same in a lot for competitive decks but Skyarrow is so you can have free retreats with Rayquaza Ex and the Level
and Ultra balls help get your Tynamo's and other pokemon out.
