Control doesn't normally have very many permanents lying around for devotion, is the problem.

I was thinking more in Mono-Blue or something of the sort
Control may play it, UW leans on d-sphere to answer resolved permanents, although I hardly see X being any greater than 2-3 in that deck at any given moment

Mono blue devotion isn't a control deck, it just happens to have Islands.

Modern Merfolk will play these all day
