Dude looks pretty cool. Not sure if he's better than some of the other commanders in his colors at what he's trying to do, but certainly different. He plays fairer politics than Rafiq of the Many in multiplayer, so there's that to consider. He probably makes Jenara obsolete though.

Quick list of existing bant commanders for reference:
Angus Mackenzie
Rafiq of the Many
Phelddagrif
Treva, the Renewer
Rubinia Soulsinger
Ragnar
Jenara, Asura of War
Arcades Sabboth

I think this is going to be big going forward, very powerful.

I really like this one.
The enters the battlefield trigger seems a bit meh (even though your max commander cost will be 4, so it's never too bad), this guy can certainly make deckbuilding and games pretty interesting.

I do like that he has flash. Especially flashing him in while other dudes are about to deal combat damage.

he's also uncounterable, or essentially.

How does this make Jenara obselete? Jenara is insanely better at Voltroning than this dude.

Also, I don't see how this guy is that powerful. Sure, he only ever costs 4, can be uncounterable and has flash, but he's just a 2/3 flyer who will untap some lands or tap some dudes down.

Granted, I'm still going to play the shit out of this card as my commander for my WU Birds deck, but still.

You can repeatedly tron the shit out of this guy too. Having an actual static mana cost means that later in the game you can cast and suit him up immediately. I always liked that about Sygg, River Guide as well, but I digress. Also lets you untap some shenanigans like Rubinia and other things. I'm sure the tap/untap is the more relevant
part of the card but I'm not intimately familiar with the format so I don't know what kind of goofy stuff you could do with something that untaps/taps permanents.

Why would anyone build Bant EDH without Ragnar as their general?
