I mean, I'm racist too, but at least I know it. I try my best not to generalize when I see a native girl pushing a shabby stroller by herself, but... you know. Not that I blame her. The system is pretty broken here. We've got "community schools" here that are 95% native and dumped in the worst neighbourhoods to make people feel like they're trying their best to bring education to these kids... But really, they're not assigned homework (because that's just punishing the two kids who actually do it), they learn the same things year after year (since they don't want any kids to feel left behind) and only a small fraction of the kids who go there end up finishing high school simply because they're not prepared for high school math. It's a systemic thing that's really tough to break out of, especially since you need to start trying to break out when you're only a kid and don't know any better. If you wait until you're older, it's too late. You're stuck.
