What kinds decks are you able to make, Purp? Legacy is such an open format with so many fun decks that it would be a shame to have to settle for something that isn't too competitive or reliable and that you could easily play in Modern. My recommendation would be to play some kind of combo deck if you have the resources available and the time to learn, since Legacy is one of the only formats where you can play a powerful, fun and interactive combo deck.

I don't play Legacy (I never really looked into it because it is very expensive to start), but I'd be fine with playing a list like this (if it can actually compete). Aside from some messing around on Cockatrice, I've never played anything other than aggro, and I'd love to learn how to play combo well (along with control, to a degree).

Don't need basics. Blood Moon and Back to Basics isn't really a thing in Legacy. Wasteland is but Storm decks generally don't have a problem with Wasteland. Plus even if Blood Moon is played this deck has ways to fight through it (Past in Flames, Lotus Petal, Manamorphose, Duress, Cabal Therapy).

Blood Moon IS a rather large player in Legacy. Painter's Stone...? Most decks literally scoop to the T1 Blood Moon. Don't be that guy.Don't need basics. But Painter's Stone is not even 2% of the meta. A lot of decks scoop to it game one. That's a fallacious point.
And there's no way around the manabase in a budget build. It's certainly not optimal but those are the concessions you make in keeping a budget.
