I would also like to come up with a new incentive to being a Tier 2 member - currently there's no difference between excellent members who regularly post and have been here for a while and the guy who was like "hey I like dick jokes too" last week.

I'm all in favor of the new changes. Though, I must admit, I'm probably slacking as of late since I've been super busy - fighting off redthirst's dick on a daily basis has become a full time job.

It meant more before when we were on Sally and using the FoS site and such. Now Tier 1 and 2 are basically the same (something I'd like to fix) while Tier 3 and 4 are pretty close (which, personally, I'm okay with).PS: I still have no idea what the hell the ranks in this clan mean. Why is that even a thing?
Personally, I'd be open to ideas on how to better seperate the Tiers or how to reorganize. Throw something out there and I'll discuss it with any of the council members that want to.

No Haste and no resiliency are rough so there'll be plenty of games where it'll hit play and do nothing - also no form of evasion means a dinky 1/1 token temporarily nullifies your turn 3+ play + however many turns and however much mana you've invested into growing the guy so that's a problem... but honestly, I'm a fan of any threat with the ability to scale itself to the later game.
Resiliency
will still be a problem, I think, but as far as evasion goes, it's not like Gruul doesn't have plenty of relevant ways to give this guy Trample so I think it could see some play.

It's no Figure of Destiny or even Kargan Dragonlord, that's for sure, but it is a 3 drop that stays relevant no matter how long the game goes on so it's got something going for it.

That seems to greatly depend on your definition of a "utility" card. I would consider both blink effects and anthems as "utility" cards.But that's not an utility card, though. Dreadbore is a utility card.
The card is powerful, that is true.
I can see where the definition Wizards is working under is probably narrower, i.e., card raw and spells that destroy permanents.
