I have very mixed feelings about Dimir Charm.
Swat hits a respectable number of creatures, even if many of those creatures have additional value you're not offsetting entirely by killing the dude (Snapcaster, Auger, Huntmaster) and that it can be countered by Selesnaya Charm.
Envelop doesn't seem very well positioned right now since the primary Sorcery of Standard is uncounterable (Supreme Verdict), and many of the other commonly played ones have Flashback (all of the ones in the various Unburial Rites decks). It does counter the flashback rites that your opponent will mill away, though, which is a fairly respectable advantage.
The last ability is a lot more complicated. It doesn't actually draw the card, so it's use as a small Impulse or Forbidden Alchemy is sort of moot, but it fuels Snapcaster as a worse Thought Scour that has two other modes, and you can win the lottery by Portenting your opponent. It does not put as
many cards into your graveyard as Mulch or its analogs do, so it's unlikely to have a place in Chronic Flooding-style decks.
I feel like it doesn't shine as brightly as Azorius or Selesnaya Charms, but it's probably just below both in terms of constructed permeability... but how many "three marginal effects on one card" cards do you possibly need for a control deck when Azorius Charm effectively fills that role?

Thank you.I like the Clans card and expect it to see play.
There are many redundant creatures in Standard right now and creature decks -- especially of the RG-inclusive type -- are pretty good. 2-mana instant random creature tutor means it's slightly worse than Eldamri's Call and essentially a random, creature-only Gifts Ungiven (or a merger of Gifts and Intuition but still only for creatures).
I expect it to see Standard play and think it's very likely to see Modern play.
