Quite talking about magic cards and enjoy Christmas you fucking nerds.
But yeah, I wouldn't be surprised if this card turned out as hot garbage, but it does some unique things to get the mind turning.

I like it, but I also really loved Tamiyo and she didn't see half the play I expected. Too many good blue walkers at any given time.
Kiora is okay. Duno. 2 loyalty is pretty pathetic. Seems good against midrange and nothing else.

i didn't realize bertoncini had a sex change and won an invitational.
2 loyalty is really bad with lightning strike and multiple "destroy target planeswalker" cards legal. +1 is fine, -1 is fine, ultimate is great and attainable with the +1 and being "only" -5. 4cc and multiple colors is not the best.
someone builds at tier 3 or better turbo fog deck every year and this card is a natural fit into that. if this card were legal right now it probably wouldn't be that great because so many things put multiple threats in play (master of waves, pack rat, various token generating cards) or have ETB damage effects. whenever someone plays this the opponent will probably ignore it and then promptly lose the game because of it.
it is a good card that i don't think has a home in standard right at this moment which is good because this card is not yet legal in standard. i have no bombastic claims to make
about this card aside from jace is so much better than this as a blue planeswalker so i don't know why you would use this unless your deck has 0 win conditions (but that big jace...) or the +1 and -1 abilities are more important than repeat fact or fiction (which i do think is a real need your deck can have)

It isn't even that unrealistic to ultimate her either; she already protects herself from one threat, you use the rest of your hand to protect her from others; and its only 5 loyalty; Koth went ultimate all the time.

I stated my opinion of the card earlier in the thread and then returned to make a self-explanatory comment about your Koth comparison not making sense
You responded by talking about how Kiora's abilities are different then Koth's abilities, a point which has nothing to do with your first post yet was supposed to be in defense of it

Starting Loyalty is a huge downside to me. Pay 4 to drop a land and draw card when top decked and no hand sucks. It is nice to see a fish lady. The protection is ok, but it does little ornothing against untargetable shit or Aetherling. This is a casual/commander appeal card and standard defined material. Se Ral Z. history for this one. I would not pay over the cost of 2 packs for this. Should have cost 1UG or UUG instead.

It does not matter what the number until you can ultimate a planeswalker is, just how many turns it is before you get there and how likely that planeswalker is before it has 0 loyalty before you get there.
It is more realistic to expect a Koth to ultimate because there are two turns between casting and ultimate if you +1 each turn, and because it starts with 4 loyalty the turn you play it.
It is less realistic to expect this card to ultimate because there are three turns between casting and ultimate if you +1 each turn, and because it starts with
3 loyalty the turn you play it.
Caveat to this entire discussion: you cannot judge Planeswalkers on their ultimates or "how likely it is you can ultimate a planeswalker" because there are so many intervening factors not to mention whether or not the ultimate actually wins you the game to contend with.
