Must be a first, but I agree with your statement

I agree this looks brilliant for EDH , but I think it might make Simic playable again in Standard - Ramp into it , leave mana open for plasm captures - whether you use it that turn or not , you can play your creatures and trigger evolves or card draw at the end of your opponents turn. I've always found simic pretty slow before , but I think. this might help speed it up to a viable level. Maybe side in Predators rapport to compensate for any life loss you'll take in the first few turns against speedy aggro decks until you can play it. Plus it's out of shock and magma jet range , which is nice.
